That’s just a hypothetical problem, it is known as Hilbert’s Paradox

In that case quests can also leave. So there is never any actual way of knowing which room is occupied at any given time, or in any given room. Unless you monitor every room all the time. Not to mention, that even a hypothetical hotel will never finish being built, if the idea is for it to have infinite rooms. So it cancels itself out.
